usermanager without accountmanager

Description

I'm looking at using the usermanager plugin without the accountmanager plugin, we have an external management system I'm hooking into. The usermanager will just be an easy way to add permissions for users. The patch fixes the area's where usermanager fails (install and admin panel) when the accountmanager is not installed. I'm not certain about the fix in the admin panel, but I think it is correct.
